From Industrial Design to High-Impact Operations: The Journey of Milton Morales Figueroa, Commissioner of SSC-CDMX

In Coacalco, State of Mexico, a tragic incident unfolded at a poultry shop where Milton Morales Figueroa, the respected commissioner and general coordinator of the Strategy, Tactics, and Special Operations Unit of the Mexico City Secretariat of Citizen Security, was shot dead.

Eyewitness videos from the scene reveal that the assailant approached Morales on foot. Just inches away, the shooter pulled out his weapon and shot him in the back before fleeing the scene, all in broad daylight.

Morales Figueroa was a well-regarded police official known for his connections with influential figures in the security sector. Pablo Vázquez Camacho, the current head of the Secretariat, and Omar García Harfuch, his predecessor, expressed their sorrow on social media platforms following his death.

A review of Morales’s public resume provides insights into his qualifications and career trajectory. Prior to his career in public safety, he graduated in 2009 with a degree in Industrial Design from the Autonomous University of Aguascalientes.

While the General Directorate of Personnel Administration at the Secretariat mentions that he pursued a master’s degree in Criminal Law from 2002 to 2006, the National Registry of Professionals under the Ministry of Public Education later confirmed that he completed this degree in 2013 at Insurgentes University.

Morales also enhanced his qualifications with various courses in law and security, focusing on international terrorism, fugitive location, oral trials, sensitive investigations, and the fight against transnational organized crime.

In terms of professional experience, government records indicate that he worked for a private company in 2006, focusing on the digitization of architectural plans. He then joined the Public Security Secretariat as a sub-official investigating crimes in August 2007, where he was assigned to the Intelligence Coordination for Prevention.

By June 2010, Morales was appointed as a sub-official in the Regional Security Division under the Ministry of the Interior. Five years later, in November 2015, he transitioned to the Federal Police, also in a sub-official capacity.

After spending just over a year in the now-defunct federal agency, Morales took on the role of Deputy Director General at the National Center for Planning, Analysis, and Information for Crime Fighting within the then-Prosecutor General’s Office in December 2016.

A few months later, in May 2017, he became Deputy Director at the Federal Investigation Agency and continued in that position until 2019, after which he joined the Office of the Attorney General of Justice of Mexico City.

By April 2021, Morales had risen to become the general coordinator of the CDMX Secretariat. At the time of his death, he was responsible for the immediate handling of high-impact cases in the capital.

Omar García Harfuch, who is set to assume leadership at the federal Secretariat of Security and Citizen Protection, paid tribute to Morales, stating, “May our friend and colleague Milton rest in peace. He was an incredibly generous man, an exceptional investigator, a great Mexican, and above all, a wonderful friend. As a team, we will bring those responsible to justice, as we have always done.”
