The Chamber of Deputies has scheduled its next session for Wednesday, August 7, following the winter recess. Among the topics on the agenda is a package of security laws, which includes an initiative aimed at regulating firearm possession. This initiative also extends a national program for the voluntary surrender of firearms and ammunition for destruction.
In response to a request from the La Libertad Avanza and PRO parties made in early July, the presidency of the Chamber officially announced the special session for noon on August 7.
The allied parties aim to pass legislation proposed by the Executive, which includes modifications to Law 26,879, concerning the creation of a National Registry of Genetic Data related to sexual crimes, as well as changes to Law 26,216 on Firearms. Additionally, there will be a discussion about foreign troops entering the national territory and a proposal to honor those who participated in the Malvinas conflict by designating them as “Heroic Brigade.”
This legislative activity has drawn criticism from authoritarian figures.

Recently, Santiago Caputo responded to Carlos Pagni, releasing a video featuring firearms, which resulted in the closure of his Twitter account. The proposed Firearms Law, advanced by Patricia Bullrich and Javier Milei, was sent on May 15. It includes a streamlined procedure for the legitimate possession of firearms, allowing individuals to make declarations easily and virtually.
If someone renews their Legitimate User Credential within 90 days before its expiration, they won’t need to demonstrate their handling skills again to the National Agency for Controlled Materials (ANMaC).
Additionally, the proposal aims to extend the National Program for Voluntary Surrender of Firearms until December 31, 2027, offering those with unauthorized firearms a chance to surrender them anonymously for destruction without facing legal repercussions.
This legislation allows a 360-day period for individuals to present themselves to ANMaC if they possess unauthorized weapons. The agency plans to encourage voluntary firearm surrender by providing a financial incentive, in the form of a voucher that can be exchanged for cash.
To participate in this program, individuals must first register online using a serial number. The system can identify firearms that are under legal seizure, making them available for judicial procedures. Once an individual presents themselves to the agency, their surrendered firearm will be immediately rendered unusable in their presence and later destroyed in a high-temperature furnace.
ANMaC clarified that this legislation focuses on the legitimate possession of firearms, not on carrying them. Carrying firearms is only permitted for law enforcement and authorized security personnel.
As a decentralized entity of the Ministry of Justice and Human Rights, ANMaC is responsible for implementing disarmament policies within civil society and overseeing all activities related to firearms, explosives, and other controlled materials. It is estimated that around 800,000 unregistered and unauthorized firearms are currently in the country.
